Having actually tested this, all it really does is turn off the display and reduce the SoC's TDP while in that state, then going into standby when complete. The total system draw doesn't exceed 11.5w at most, more like 7-10w. You'd NOT wanna pack it in a case in that state though.

What people don't get is that this thing is still just an x86 PC. It has no 'low power download mode'. It's just gonna fully powered up with the screen turned off. And since Steam downloads are compressed, the CPU will still be going full tilt to decompress the data.
