My friend who is an essential worker for the fed gov’t had to sign paperwork stating, in practice, that he had to work for free. That’s never happened before. My wife, who’s not a gov’t worker but a contractor said she’ll be furloughed 10/27 if they don’t reopen. That’s never happened before.
