Can Jane even leave? I mean, the whole point is he helps the FBI or he goes to jail for murder right? Has that changed at some point?

In the episode of the mentalist, Vega is shot in a shootout in a diner and all the customers just stand around staring at her with concerned looks in their faces. No one attempts any sort of first aid or even kneels near her.
