What should be 'foundational'? What should be individual #NDIS? Who is going to decide?

Having worked hard on individualised plans, shifting people back to 'foundational supports' will not be without considerable loss.

So we are going to bring back parts of the old block funded model that sits around the NDIS (the 'ecosystem')? I don't disagree, but the logistics of this will be very difficult. The buck passing, attempts to shift individual budgets onto the block funded parts.. etc

I find it interesting that the Quality and Safeguarding proposal paper doesn't mention COVID. Whose responsibility is it to safeguard participants from COVID, it's likely the biggest cause of mortality and morbidity for ppl with disability

It's amazing that at a decade into implementation, we still see so much terminology about transition. Transition systems, transition payment levels, etc

We know 'in-kind' services undermine choice and control, and the states are meant to be fully out of the picture now (tho, current debates pending)... it's a real implementation slide for them to still be in (and distorting) the scheme
