¿Por qué México no incluye a los carteles en su lista de grupos terroristas? Porque no existe esa lista. Existe el delito de terrorismo, pero no una política de seguridad específica contra el terrorismo con una lista con repercusiones legales y políticas. Por eso no se ha reconocido a ningún grupo.
