Did some more testing on my stream setup as I was still getting "encoding overloaded" even after reducing my model's resolution by over half, and apparently the issue could be the new Nvidia App that replaces Geforce Experience?? That's the only major change to my setup since yesterday... huh...

I've been having issues with "encoding overloaded" in OBS the past few streams, and I think I've narrowed the issue down to VTube Studio, since rolling both the app and my model back to previous versions seemed to stabilise it. Checking my current model, the texture atlas res is 8196x16384… hmm…
