This feature can be disabled by going to Invoicing -> Feedback and toggling 'Collect feedback' off there (on a business account, at least)

Apparently P*ypal now asks for customer opinions on accounts sending invoices. If you are paying an invoice to a nsfw artist, do NOT mention NSFW in any way, keep it blank even. you risk both your account and the artists.

I'd even say always keep it blank. But if you must fill it out, never mention the word "commission," as apparently PayPal is closing accounts for selling those, as they apparently think all commissions are NSFW. Basically, do business through PayPal, never say it's art, and always keep these blank.
