That's why the (very delayed) three year settlement on funding is a good thing, but why the potential cliff edge that the funding model has created at the end of it is the opposite …

Planning in this country needs to be based on getting all the infrastructure that we need, not just houses. That's schools, GPs and roads. Until we start doing that better, planning will always be something that is done *to* people, not *with* people.
