A Missouri appeals court ruled that Gov. Mike Parson, and not STL County Executive Sam Page, can appoint Wesley Bell’s successor. It’s an unusual situation since the GOP governor has selected a Democrat to replace Bell (as has Page). But it has big implications about state-county dynamics:
