Phase 1 of agency RIF plans are due to OPM today, yet mum is the word. FEMA leadership has been completely silent on the matter. Employees have no idea if or when their positions may be eliminates. And if there’s a shutdown, will that allow DOGE & OPM to implement RIFs completely unchecked?

FEMA HQ is actively trying to convince the WH / DOGE that we should be exempt from the probationary RIF due to the "public safety" and "national security" provisions. That's why other agencies have already fired probies and FEMA has not. If we are not found to be exempt, RIFs will go into effect.
