Never occurred to me before. I guess the discussions are still out there to be searched as to why. At the time I guess simplicity of coding was the answer. A lot of TCP IP design is about simple bit manipulation.. In practice it was never necessary. Still insightful from student.

A student in my networking course just asked why the TCP data offset doesn't exclude the base 20bytes such that options can use 60bytes. Was it discussed when TCP was designed?
