I don't think the El Paso situation is as nefarious as people are making it out to be. If the gov't is testing a weapon, but didn't adequately communicate the risks (or lack thereof) to civilian aviation, the FAA might have slapped an over-aggressive TFR on the area out of an abundance of caution.
