I think I agree with Tom's sentiment in this article www.edweek.org/technology/d... where he says it is too early to throw in the towel. They are unable to observe second year test scores for many of their treatment schools, where we see the improvement in test scores in FL.

We really need to learn a lot more about what constitutes an effective teacher licensure system. Meagan and I discuss (in this brief) what we know and how to move our knowledge about this contentious issue forward so we don't remain stuck in a debate that's been ongoing for about 30 years!
