It's not called out or seen in the animation, but the design of the CORE-SYSTEM on the GQuuuuuuX RX-78 implies that the backpack (and by extension, thruster nozzles) can be rotated 180ยฐ for greater maneuverability.
However, it is also possible that the round connection doesn't have axial rotation.
