What does it mean to use symbols? In the foundation of Path Semantics, "using symbols" is a specific interpretation of the Logical theory. When `a ~~ b` (read as "a is qual to b"), one "uses" `a` and `b`. We don't need to declare symbols to reason about usage of symbols in general.
