Saka defends the idea by saying the projects will be "small scale" ones -- the type of projects that residents across the city all want in the areas where they live. The size of the projects isn't really the issue, it's who gets to decide what they are.

This spring I wrote about a plan to create a permanent street patio in Columbia City as a neighborhood town square. The project now faces two separate appeals, which have forced it down to one-third of its original footprint. Working on getting the full story.
