In Bowser's various punching animations, there are several unused sprites of him with a red arm, presumably after punching something spiky or scorching. However, these sprites and the mechanic as a whole go completely unimplemented in the final game (as far as i can find) #bowsersinsidestory

Arm Center checks the pending minigame's difficulty to determine whether the cannon should appear fancy-looking, but it doesn't actually check that Arm Center is the pending minigame. And since all minigames share a "difficulty" variable, you can do stuff like this. #bowsersinsidestory
