Today the Cabinet Office announced that they are moving to a progression pay system for senior civil servants. This is long overdue. One of the most disheartening things about working in the civil service is that your career progression is pretty detached from how well you do your job.

It's strange that there is a debate in Westminster about whether you can 'regulate for growth'. But it's understandable when you realise how many policymakers pretend it isn't a trade off, and think that telling regulators to have regard to economic growth will make GDP appear.

Defence procurement is bad because the market is fundamentally uncompetitive, so MoD can't swap out bad suppliers for good ones. Good to see some no-brainer reforms announced which will start to change this.

The science fiction writer William Gibson said that "the future is already here — it's just not very evenly distributed." No part of the economy is missing out on the future as much as the public sector is. So today we're setting out a new approach.

It's hard to know what to make of the King's Speech today given the circumstances. These legislative agendas rarely play out how the Government plans, but this one felt even more uncertain than most. But even taking it at face value, it's a disappointingly incremental agenda.

In 1985 the Cabinet Secretary Robert Armstrong wrote a memorandum establishing the first civil service code - amended in 2006 and 2010. An update is long overdue, so today we have published our own! It adds new civil service values: - Excellence - Openness - Ownership - Courage

Mandating investment in UK equities and assets is still a bad policy, and I’m disappointed to see the Bill will pass. But the concessions are an example of good regulation: a sunset clause to expire the provision by default in 2032, right of appeal, and not picking winners.

I lived through the saga of 'levelling up' at the Treasury. The worst thing that could happen to your policy was someone pointing out that it could create regional inequalities. Few people had the heart to point out that we already have profound ones. Lotteries are good - you can win them!
