No, discord's email system isn't compromised. People can submit support requests on your behalf, anyone can spoof discord emails (your provider should mark them as spam). Last xss I saw was server pages & was fixed ages ago. Obviously be careful, but this is just a chain mail.

It looks like discord's anti-abuse might have mistakenly flagged German users as spammers and suspended them. No further info at this time, but these things do happen from time to time. Anyone wrongfully banned in this manner will most definitely have their accounts re-instated
