There's a lot to say about this, but I think most people understand at a gut level that insurance companies don't have much incentive to negotiate with an individual person. No individual will drive an insurer's margin, unless it's by being catastrophically expensive. Who even wants this?

Leaving aside the issue that people buying insurance would buy it from insurance companies. This sounds like an effort to let people bypass the ACA. Healthy people could buy cheaper insurance that doesn't cover pre-existing conditions, sending the ACA into a premium death spiral.
