The thing that completely blows is AI upscaling doesn't aways have to be completely horrible like this, it literally CAN be done well, the upscales of Dragon Ball by AB Groupe and Z by Neo Raws come to mind but they used specially-trained models. Wildbrain used some garbage like Topaz or whatever
