What was distinctive about 2025 for 20’s Plenty for Us was how the narrative developed from whether to introduce 20mph limits as an urban/village norm into how they should be implemented.

Glasgow is set to begin introducing a citywide 20mph speed limit on residential streets, with the rollout scheduled to start in early 2026. The SNP-led city council has confirmed the changes will apply to almost 3,700 roads across the city.

Good to see the roll-out of 20mph limits as a default in Glasgow.

All the evidence is clear, that lower speeds that protect road users are a key element in any Safe System approach to road safety. And any Road Safety Strategy cannot ignore the requirement for 20mph or 30km/h as an urban/village norm or default. We forward to increasing 20mph adoption in 2026.

Whether you look at the Welsh Nation, Scottish or English towns, cities and villages or in continental Europe, 20mph/30km/h limits reduce casualties, noise, stress and create healthier streets. Its time to set it as an urban/village default and only increase where evidentially justified.

The results from Wales and elsewhere show a 25% reduction in casualties. So if you keep a 30mph limit on urban/village roads where pedestrians and cyclists mix with motors you are imposing 1/3 more casualties on your community. It's why Transport Professionals are saying #20splenty

The objectives of a default 20mph were explained very well by this Welsh Assembly Member in 2018. And its great to see that since implementing 20mph as the default for urban, built-up areas there have been over 1,000 fewer casualties on those roads.

Will today, 14th Dec 2025, be the last day of a UK Gov 15-year era when it has had no English Road Safety Strategy. Whilst other UK nations have moved forward with their own RSS and the acceptance of 20mph as a transformational norm for communities, England is still locked in a postcode lottery.

If you want to improve productivity then you certainly don't want to arbitrarily kill or maim people on roads. Its a huge cost to society. 20mph/30kmh hardly impacts journey times in real world traffic and makes urban/village roads far more attractive for healthy walking and cycling.

One of the benefits of a default urban/village 20mph limit is that it unlocks initiatives which would not be possible in higher speed 30mph streets. Wales is planning that local authorities can install simple and cheaper pedestrian crossings at side roads to align with Highway Code.

England has the highest %age of urban/village roads in GB with unforgiving 30mph limits. When incidents happen the time/space to avoid them turning into crashes/casualties is minimised. At any time more children are NOT "in front of schools" than "in front of schools". And 4 times more were killed/injured whilst NOT "travelling to/from school" than "travelling to/from school". "20mph just in front of schools" is a dying strategy that has no credibility. bit.ly/4o4jwdA
