It is a BONKERS UK Higher Education funding system where universities are treated as corporate entities (hiring and firing and expense control and bank covenants etc) but can’t set prices to actually cover their costs!

I agree with Henry here. The headline is condescending as well as odd and the report authors are conflicted. As Henry say “We want liquidity to pay other people’s bills as well as our own” and not the bills of the folks who own the penthouses…
