I am concerned that they will likely do a lot to try to interfere with the election and the seating of a new Congress , but we are a continent spanning, well armed country founded on revolution with an almost religious zeal for individualism.

You cannot, by definition, have a country founded by War that is subservient to law enforcement.

Maybe instead of identifying specific ICE agents who do particularly heinous things, we could just penalize everyone who was on payroll at the agency starting by a certain date.

ICE and CBP agents need to understand they're going to be wearing those masks for the rest of their lives.
