One thing I need to do is time the OOBE on a Copilot+ PC vs like a last-gen laptop. It's so incredibly slower. Windows 10 OOBE had zero reboots. Windows 11 24H2 has MINIMUM of 3, plus it has a mandatory update that just randomly fails. Really bad OOBE.
