Why does expression of a viewpoint in a peaceful manner warrant arrest?

Europe needs to have a collective nuclear deterrent. I see this as the only way to dull calls by Poland and Baltic countries to obtain their own for fear of Russian aggression. This can come from U.K. leadership.
