SCOTUS wrote a law saying it is cool that a white 40% can control 60% of legislatures. At this point, they might rewrite the law to make it 10% or 2%.
Before the % thing, SCOTUS found that no racial discrimination exists, so the South can go wild preventing blacks from voting.
