Posting this for other people! I used 12-gauge wires and packing tape as the core, like two pieces of wire with packing tape between (two layers so the sticky sides are inside), shaped the curls, then put quilt batting on and layered the hair on top!

Quite possibly the cleanest wig I’ve ever made 😩
