You can redraw the congressional maps all you want, but it will still be massively unfair. The Reapportionment Act of 1929 capped the number of reps at 435, which means that despite population growth, Congress remains the same size. IF WY has 1 rep, CA would need 69 seats, not 52, to be equitable.
