DHS,et al can theoretically commit treason or seditious conspiracy (18 U.S. Code § 2384) against a Governor if they use force to oppose a state's authority or hinder the execution of laws. Such actions are considered violent, illegal interference in civilian govn’t violating core Amer principles.
