as for why the other languages were removed? I can only speculate but I assume it was mainly done to lower the game's ROM size so that it would fit on cartridges with less capacity (which would be cheaper to buy) and also because all of the Taxi films were only released in France.

A prototype of this game was leaked online in the Nintendo data leak. This prototype is nearly identical to the version that was released. However, it includes English, French, German, Italian, Spanish, and Dutch language options while the released version is only in French.
