Can someone explain how on earth it makes the most sense for the most visible part of politics on our daily life (I.e. the stuff done by The Council) to be a broken basket case that can't deliver anything because it's broke and relies on writing bidding documents for everything?

If there's no member of staff in the driver seat, then the UK MD* should be personally liable and any points incurred go onto his licence. That would banish them from our streets forever! (Must be a company director, UK resident, and hold a full UK driving licence).

Can't help but wonder if the quickest way to ensure all workers get a living wage is to give bil/millionaires tax breaks based on how far above the living wage all their staff (Inc independent contractors/external sub contractors who spend more than 50% of their time working for them etc) are paid?
