The Republicans have control of the Presidency, the House and the Senate. They have ALL of the power. IF THE GOVERNMENT SHUTS DOWN, IT'S ON THEM. THE DEMOCRATS HAVE NO POWER TO KEEP IT OPEN. POTUS told Republicans to not even talk to Democrats(like the petulant child he is). This is on Republicans.
