As the Budget concludes, Sir John Major's words are more relevant than ever. Both the Labour Government and Conservative opposition are being wretchedly timid in their policy aspirations. They must confront the consequences of Brexit if they want to prevent further damage.

The ECHR ruled that the state failed four children who were left in years of neglect. That judgment forced real change in child protection and made clear that governments have a duty to act when people are at risk. Without the ECHR, there would have been no justice at all.
