APELL and 100+ partners declare: digital sovereignty is possible with Open Source

_Berlin, Brussels, Paris, 17 November 2025._ On the occasion of the French-German Summit on European Digital Sovereignty, taking place in Berlin tomorrow (18 November 2025), more than 100 businesses, organisations, and individuals are publishing their **Declaration of Digital Independence**. Initiated by the European umbrella organisation of Open Source business associations, APELL (Association Professionnelle du Logiciel Libre/European Open Source Software Business Association), among the first signatories of the letter are the German state of Schleswig-Holstein's **Minister for Digitalisation and Media Policy, Dirk Schröter** , currently driving the transformation of the state authorities' 25.000 work places to Open Source software, and from Thuringia's **Minister for Digital Affairs and Infrastructure, Steffen Schütz** , responsible for Thuringia's Open Source administrative cloud project, and **State Secretary in the Thuringian Ministry for Digital Affairs and Infrastructure, Milen Starke** , as well as members of the European Parliament and the German Bundestag.
The open letter, addressed to President Macron and Chancellor Merz, underlines that **control over digital technology** is much needed for resilience against economic pressure, attacks on democratic sovereignty, and even military aggression. The signatories declare that **digital independence is possible** and call on the heads of government to make use of the Open Source industry as a lever for European competitiveness, sovereignty, and innovation.
#### Exclusive Open Source exhibition booth: The Magic of Open Source
At the conference in Berlin tomorrow, APELL and its member organisations from France and Germany, CNLL and Open Source Business Alliance, have obtained one of only six exclusive exhibition booths. Under the motto **"The Magic of Open Source"** , decision makers can learn **how Europe achieves true digital sovereignty by leveraging the strategic advantage of the Open Source ecosystem**. The organisers hope to **enchant visitors with real-world success stories** and a**magician performing magic tricks** with the audience.
