Our council sees creeks (eg, Boggy) as expendable and parks as a frivolous extra, the first thing to get shortchanged whenever they want to throw extra money at, say, the police department.

Austin Statesman articles on any budget issue don't really qualify as "news," one is generally less well informed after reading them. The entire tax increase, plus social svc cuts, is to pay for ill-advised raises in the police contract. But it's never framed that way.
