We won. The Santa Cruz City Council voted 6-1 to cancel the Flock contract. Santa Cruz in the first city in California to Get the Flock Out of our town.

Our reports of illegal data sharing with ICE, out-of-state agencies and a stalker police chief helped persuade Santa Cruz City Council members to put Flock contract cancellation on Tuesday's agenda. If this passes, Tuesday's vote Santa Cruz will be the first city in California to cancel Flock.

We have found a Fusion Center sharing Flock license plate data with federal law enforcement agencies in violation of California law SB 34. Stay tuned for details.

We obtained Flock Network Audit logs via a public records request showing searches that other police agencies have made on the Santa Cruz, CA Police Department's Flock ALPR camera network. Thousands were illegal. We sent the data to Have I Been Flocked - an excellent resource that we use daily.

We tipped this reporter to the fact that Flock's Private Investigator license in Texas had expired. This puts criminal prosecutions at risk across Texas: "Cain, an attorney, told The Texan that data collected by Flock under an expired state license is not admissible in court."

Our research showed that after Flock turned off National Lookup in California, ICE and CBP were asking California police officers to search Flock for plate numbers and many officers did so, in violation of two California laws and their own department's policy. Get the Flock out of California!

This was aggravated stalking and must have been horrible for the targeted persons. The ex-chief stalked three individuals for over eight months and made hundreds of searches of Flock camera data for the victims' plate numbers. Most of his searches where nationwide, querying over 90,000 cameras.

Our research showed that 63 California police agencies violated State law by sharing Flock data out-of-state (SB 34) and by sharing data for immigration enforcement purposes (SB 54). We sent each of them a data breach advisory. Flock's business model is not compatible with California law.

The Braselton, GA Chief of Police has been arrested for using Flock ALPR cameras to stalk multiple women for months at a time. One alleged victim tried to get a retraining order against the Chief and was denied by a judge. We have unreported details on this case - please stay tuned.

Our research proved that the Santa Cruz Police Department's use of Flock violated California law. In response to our report, the SCPD has stopped sharing data with other California agencies but they must go further and cancel the contract with Flock. Get the Flock Out of Santa Cruz.
