According to the outlet, “presidents and prime ministers used the platform to insist that something must be done about Russian aggression, but they failed to reach any real consensus on what that should be.” The main reason for the stalemate was deep disagreement between member states over proposals from European Commission chief Ursula von der Leyen and European Council President António Costa. Von der Leyen pushed for the creation of a so-called “drone wall” along the EU’s eastern border to detect and shoot down unmanned aircraft. But the bloc’s largest countries — Germany, France, and Italy — rejected the idea. “I’m cautious,” said Emmanuel Macron, adding that any response should be “more sophisticated.” German Chancellor Friedrich Merz also voiced opposition. Costa proposed reforming the EU’s enlargement rules by removing the requirement for unanimous approval of new members — a move meant to fast-track Ukraine and Moldova’s accession.
