When Hurricane Katrina hit in 2005, the Emergency Management Assistance Compact (EMAC) made the difference. Through EMAC, Florida sent thousands of responders and millions of dollars in supplies to Mississippi. Other states surged urban search and rescue teams, law enforcement, medical units, and emergency managers. That state-to-state mutual aid didn’t depend on FEMA flying in resources — it moved under EMAC. For those who don’t know: EMAC is a congressionally ratified compact among all 50 states, D.C., and U.S. territories. It was born after Hurricane Andrew in 1992, when states realized they needed a formal way to request and reimburse each other for help. Congress codified it in 1996. Since then, it’s been the backbone of interstate disaster response — used in every major disaster, from wildfires and floods to hurricanes and COVID. If EMAC hadn’t been there after Katrina, Mississippi and Louisiana would have been left waiting while the federal government scrambled. That’s the risk we’re creating now.
