If LA does NYC-style congestion pricing, I imagine itâll hit working and middle class commuters who live outside the city (i.e. the Valley) the hardest. Most will just pay the toll. A 30-40 minute drive from Van Nuys to West LA is equal to 2 hrs (and 3 transfers!) on public transit.
