New Cyber Stari skill: It will spawn 3 Floating Discs that will quickly attack enemies with a 10 seconds cooldown. It can't float in water. It has a 20% chance of giving the enemy Photophobia for 10 seconds.

I have figured out a way to make proper cooldowns for skills. I will not edit the currently existing Staris to use proper skill cooldowns, but expect newer Staris to use them
