A few days a week asshats like this person park at 8:30am & bring this busy through fare down to 1 lane. They do it b/c they know parking enforcement in Halifax is reactive so someone needs to call it in. Then because it's nearly 9am, parking enforcement doesn't bother showing up. Fucking annoying.
