Imagine 4 people play a game of Monopoly. Players 1-3 roll dice, move to the spaces indicated. Player 4 moves wherever they want. 1-3 look at each other uneasily. 4 isn't playing by the RULES. They play as normal, but somehow 4 wins. You can't beat a cheater within the rules' framework.
