In a new paper, Elkobi and I scrape the most comprehensive local govt & LGFV bond issuance data of 35K issuance and finds over 50 trillion RMB in local bonds outstanding. For 12 provinces, monthly debt servicing is over 100% of monthly revenue. For 15 provinces over 50% of monthly revenue 1/2
