The turnover this year in Title IX offices is remarkably high

The VMI case had nothing to do with Title IX - it was an Equal Protection case. ED also had nothing to do with the VMI case.

CNN: Linda McMahon expected to be named Education Secretary

Can I make the fairly obvious points that: (1) the Dept of Education does very little, in fact, to enforce Title IX; (2) which is why there is a private right of action (which is where most actual enforcement comes from); and (3) DOJ (among others) can and does enforce Title IX?
