The tropical depression over the Philippine Sea east of Luzon, which is locally known as TD "Crising," is now a tropical storm according to the Japan Meteorological Agency, or JMA. The storm has acquired an international name, "Wipha," which means "splendor" or "luster" in the Thai language.

Nine areas in northern and central Luzon have been raised to tropical cyclone wind signal #1 as tropical depression "Crising" crawls west-northwest.

DOST-PAGASA said that the chances of the low-pressure area located east of Luzon becoming a tropical cyclone within the next 24 hours are now "HIGH." If it becomes a cyclone, it will be called "Bising" locally in the Philippines.
