5. Forget universality found in other provinces Winnipeg is missing basics: 24/7 access to addictions medicine, operational funding AND harm reduction supplies by regional health, health street outreach teams NOT just OPK, MSP among non-profits being asked to do more.

4. Most Canadian provinces are directing 31% of federal healthcare funding to mental health & addictions medicine. Manitoba is less than half that rate at 15%. Winnipeg has far less resources than other big cities as a result.
