rant: why are "modern" CI systems such a pain to configure and use? YAML sucks, but every flavor of GitHub Actions, Forgejo Actions, Semaphore, Drone, CircleCI, etc. are just absolutely frustrating to iterate on. I want a local runner to test my CI. No, `act` isn't good enough for this.
