International law should apply to everyone, be it one's 'enemies', 'friends', or those making that very distinction. Otherwise, international law would not be law in the proper sense, but its simulacra instead, called variously 'the rules-based international order' 🇺🇲 or 'the multipolar world' 🇷🇺🇨🇳.
