Who will be the hero that develops technology to identify ICE agents using only the unmasked portion of their faces?

Several years ago, in a Phoenix suburb late at night, my date and I watched in disbelief as bicycle cops, like a roaming gang, whooped & hollered, harassing homeless people, couples sitting in their cars and just walking. They laughed and high-fived each other. I wonder how many now work for ICE?
